On December 6, the forum "The independence that determined the fate of the country" dedicated to the Independence Day of the Republic of Kazakhstan was held.

The purpose of the forum, organized by the Library of the First President of the Republic of Kazakhstan - Elbassy and the National Defense University named after the First President of the Republic of Kazakhstan - Elbassy, is to discuss topical issues of socio-economic and political modernization of Kazakhstan's society, the main results and prospects of state-building during the years of independence, global achievements in the international arena, the historical role of Nursultan Nazarbayev in strengthening the independent state.


The forum was attended by representatives of the Constitutional Council, the Parliament, the Assembly of the People of Kazakhstan, diplomatic missions accredited in the Republic of Kazakhstan, research institutions and youth organizations. The forum was broadcasted live in colleges and universities of Nur-Sultan and Almaty.

The event was opened by the moderator of the forum - Director of the Library of Elbassy, Doctor of political sciences, Professor Amerkhan Rakhimzhanov.

- From the first days of the state independence of the Republic of Kazakhstan, the process of forming a new political system began in the young country, which was held with the direct participation of Nursultan Nazarbayev. This successful model, dubbed "Kazakhstan transit" by political scientists, is characterized by a strong supreme power and is based on generally accepted principles of democracy and respect for fundamental human rights and freedoms. In the first and the most difficult stage of the formation of Kazakhstan's statehood, the natural and logical step was to concentrate the fullness of power and transformative state energy in one key institution. The institution of the presidency quite naturally became such an institution. ...For almost 30 years, the institution of the presidency has been a core element of Kazakhstan's statehood and reliable support for systemic reforms in all key points of its development. On the eve of the Independence Day of the country, one involuntarily mentally addresses the question of the role of the individual in history. The multidimensional extraordinary nature of the First President of Kazakhstan attracts special attention of historians, political scientists, and diplomats. Nursultan Nazarbayev showed himself as a unique personal phenomenon of political and public life, who managed to build a sovereign, secular, democratic state. ... The successes of our country in all spheres of development have led us all to understand the high role of Nursultan Nazarbayev. Therefore, Kazakhstanis expressed their unanimous opinion on securing the status of Elbassy for the First President of the Republic of Kazakhstan. The factor of national leader has become a decisive component of the success of Kazakhstan's reforms, the foundation of the sustainable and progressive movement of the country in all the years since independence. I invite you to discuss these and many other aspects of this topic at our meeting today", he said in his speech and congratulated all those present on the upcoming holiday - Independence Day.

Member of the Constitutional Council of the Republic of Kazakhstan, doctor of law, Professor Viktor Malinovsky delivered a report "The Institution of the Presidency as a factor of political stability in the Republic of Kazakhstan".

- The establishment of the post of President of the Republic in Kazakhstan on April 24, 1990, was a fundamental event on the way of global reform of the political system and statehood. The formation and evolution of the institution of the presidency was organically linked to the process of democratization, the introduction into the legal system and the reality of many previously denied principles of civilized statehood: separation of powers, constitutional control, proportional electoral system, as well as the emergence of the foundations of civil society in the country. ... In the current Constitution of the Republic of Kazakhstan in 1995, the final political and legal emphasis was placed on the dialectical coexistence of national sovereignty and the model of organization of state power, - V. Malinovsky said in his speech. The amendments and additions to the Constitution made in March 2017 largely adjusted the balance of powers of state bodies, redistributed the power resource between the branches of power, increased their independence and responsibility. However, the adjustments did not affect the supporting structures of the presidential form of government. The President of the Republic remains the consolidating principle of the state and the political system as a whole.

Head of the Department of the Assembly of People of Kazakhstan L.N.Gumilyov Eurasian National University, doctor of economic sciences, candidate of political sciences, Professor Anatoly Bashmakov in his report stressed that the historical stage of the formation of a sovereign, independent state ended with coming to power of N. Nazarbayev:

- I believe that the history of our independence began on August 29, 1991, when Nursultan Nazarbayev, in Soviet times, made not just moral, but civil, in my opinion, equal to heroism, act - signed, despite the reluctance of the center, the Decree on the closure of the deadly nuclear test site - this factory of death. Just for that, we as Kazakhstanis, and the entire world community should be grateful to this man. Four years ago, the UN approved this day as the International Day against nuclear tests, which is now celebrated by the whole world.

- Relying on the unity of his people and their trust, with the gift of leadership, the First President was able to consolidate society around him in turbulent times and build an effective state policy that clearly defines the strategic vision of the ultimate goal. This allowed forming a competitive state and a prosperous nation. ...Under the leadership of Elbassy, a new modern state was created, respected by the international community, based on interfaith, interethnic harmony and universal values, - said in his speech Head of the National Defense University named after the First President of the Republic of Kazakhstan-Elbassy, Major General Sultan Kamaletdinov.

Director of the Central Communications Service under the President of the Republic of Kazakhstan, member of the National Council of Public Confidence under the President of the Republic of Kazakhstan, candidate of political sciences Talgat Kaliev made a report "Nazarbayev Factor". Executive Director of the Youth Congress of Kazakhstan Tokhtar Bolysov presented a report on the topic: "The future of the state is youth".
